Various levels of governments around the world have adopted smart cards for services such as registration, welfare services and health insurance purposes. Embracing this business opportunity, JCB has actively joined the Japanese government smart card service programs utilizing its know-how in smart card business applications.

JCB has been providing IT City Postpay services in Sapporo and Osaka since October 2002. This program is a part of the IT City smart card project sponsored by the Ministry of Economy, Trade and Industrial (METI) and local governments.
Citizens are provided with contactless smart cards that can be used for various government services and for purchases at retail merchants in their city. JCB provides the payment services that settle these charges to the cardholder's linked credit card.
